Not sure what context you are using but, in my prior life we used photogrametry to measure the surface of large structures such as antennas. Targets( retro directive) would be installed on the test surface, picture(s) taken and the data analyzed to determine the RMS surface errors. This could measure surface deviations down to some very small values. If you do a internet search you will probably find this technique is also used in various manufacturing for testing. In thinking about your question a little I am thinking the two could be about the same if the references for your photo match and your total system errors are such that the analysis can be done within the error bounds you want. However, photogrametry has been around a long time, techniques and errors well understood and companies specialize in that service. We use to hire the work done. It is not cheap thought. Some of the TV adds for golf course yardage meas.deviecs use photogrametry , others use GPS

I think Photogrametry is trying to straighten a face in a photograph of, say the wall of a building, removing perspective & scaling it up to real units to make it the basis for a 2D survey drawing, while Photomatch is what is provided in SketchUP - creates a 3D model based upon the perspective captured within the image.
Kubit PhotoPLAN is an example of a Photogrametry package, which works well with AutoCAD.
