Here's an DWG which units are mm.
Importing into SU with import units set to mm and everything is fine.
But, if you import in meters as the import unit...
I know SU doesn't like too small or too large units, but 4000m isn't that big is it?

A building like that scaled 1000:1 would be maybe a hundred kilometers long. Quite large for SU, I think. Still, you seem to have found a new interesting way to put SU on its knees. Where in earth do the circles come from...
