Scene creation layer visibility insectoid

The scenario:
I want a new scene approximating an existing one.
Make that one active.
Hit new scene.
Name space opens; new 'scene x' is just below the approximating scene. Visuals don't change, but layers checked visibility has changed.
Rename and enter.
Visuals still don't change.
Whether I do or do not update the layers in the new scene depending on whether I want to believe the display or the layer settings, does not matter, the layers are turned off and remain off.
Just about any ensuing action reflects faulty layer display settings, that is, the display changes and the layers are not visible.
Repeat until tired, making minor adjustments, for some reason. -
I got a little confused on what it is and is not doing, so be patient with me...
You have a scene that you like, and you wan to make another identical scene. So you activate the scene you like. Then you create a new scene. That is about as far as I undesrstood.
But you're saying something about the new scene does not rememeber layer visibility correctly? How do you mean? It will not let you turn check the layer visibility box? Or it forgets what layers you have on or off? Does it always use the "parent" scene's layer's instead of the ones you had turned on/off or something?

Your patience is appreciated. I'll be back in the morning. But it did occur to me that part of the problem is likely that the layers in question were created with the 'create hidden layer' plugin. This does not explain what I see as their inconsistent visibility.

The display is correct but is inconsistent with the layer manager settings: layers which are visible in the display are not checked in the manager.

No problem with that, I just want the parent layer visibility settings to track to the new scene, as the display does correctly. As I said, I think the layers created 'hidden' are turned off but the display is not adjusted for that and there's the frass.

Yes, so to speak. It adjusts away from the parent settings but doesn't immediately update the display, and I'm flummoxed when it does that update subsequently. I just want it to stay true to the parent or at the very least display consistent with the settings.
