How can I make a face by unclosed loop line? There is a litte gap between two lines.

You have to close the loop - just draw a line to connect the nearest edges (ends of the lines).
Is this something you modelled yourself or is it an imported CAD drawing for instance?

You can also move vertices together. Have nothing selected, active move tool and pick on one vertex and snap it to the other.
There are also 'clean-up' plugins to do this 'healing' for you too...
