Terrain Mass Modeling

I'm curious if there's away to create a "mass" terrain model...where each elevation is it's own "stepped" layer. Right now I just create a closed face and push/pull the appropriate depth and repeat as needed (let me know if this doesn't make sense and I can attempt to find a related pic).
I apologize if this post is in the wrong location, this is my first visit to the SkethcUp forum.

If I understand, you have contours, you add faces and then push pull to the requires heights?
If yes, have you tried the 'from contours' in the sandbox tools yet?

That doesn't create a stepped terrain.
I have started to use 3D studio max to generate terrain from contours. it let you choose from smooth and stepped and also simply the mesh. It doesn't require the contours to be perfectly connected together either. and it's many times faster than SU.

Ah, I was reading the request wrong, I assumed he did not want stepping.

Sorry about that Solo, I should have been a little more clear (or just attached a pic); anyway, i think found something that'll work...the Slicer ruby script. I should have done a little bit more researching before posting. But, thanks for the help all!
