Sorry - no new top-level menus, but you can add into any of the pre-set ones and also include sub-menu groups onto them as needed...

I have mixed feelings about it really. It sounds nice, but what happens when every coder feels a need to add their own menu? It could be even more annoying than having a Plugins menu that is too long.
On the other hand, it would be nice in someways,

Yes it's true...on the other hand already we have a lot of plugins which could have a better place than in Plugins menu (obj exporter for example ... its place is in File menu)
I customize those I use to go in the right place. -
It would be nice to add top level menu if there was a good way that users could manager all plugin menus and toolbar buttons which would override the plugin maker's.
