This leads to wrong permissions and settings not getting saved.
You can try this - it will do no harm - close SketchUp, find the installer's exe file [in Downloads?], select its icon and right-click > context-menu > Run as administrator...
When prompted, choose 'Repair'.
When it's done try opening SketchUp and changing some toolbar settings, close and reopen to see if it's any better...
