Circular stairwell design.

I have a render in mind of a circular stair and well.
It's a small unit but the idea is to recreate an incident from my past in a humerous way.
It was recomended that we have a vertical or stair lift in order for Sara to be safe in the home we were in. My response was the landlord would not allow it so "How about we use a tea tray and a couple of bungee chords"?
Apparently the kink in the stairs made that idea a bit moot but as I said at the time, "That would take you straight into the bathroom". I know, the wall in the way was an inconvenience but it COULD have worked with a bit of thought, or not.
Anyhoo, I'm trying to work out a method of doing this on a circular stair unit, any thoughts how this might work folks?
My thought are on a bungee powered winch with a gravity descent.
