      It is currently displayed as feet, inches, and fractions: 9' 3 1/4"
      I went to the settings and changed it to inches and decimal, but the dimensions are still displayed the same, as above, in my drawing.

        That won't change the dimensions already in the drawing. If you want them changed to the new format: Select the dimension entities, Open model Info, Go to "Dimension" pane and click "Update Selected Dimensions"
