Export DWG Model space at 1:1 scale

I am curious what the steps are to export to a proper full scale dwg model space. If I chose model space it seems the scale is all over the place whatever I do.
I have 1/4" scale references in the LO file. I chose Model space in the export to dwg dialog. I choose 1/4" scale in the pull down menu. The scale doesn't come out right as far as I can see.

FWIW, I only export paper space for LO.
For a model space file I export out of SU.
