      I am trying to export layers. This isn't possible?

        It is possible but you will have to choose the 3d model DWG option rather than 2d graphic. The 2d DWG export flattens it to one layer.

            You could also go on to Layout and have more control over .dwg export, and less control... but you could use the layers there. Kenny's method is better...
