      It would be nice if one could have some sort of scale ruler system in layout for placing objects from scrapbooks or drawing in layout. A good example would be for placing electrical symbols from the scrapbooks onto plans in specific locations

        You can move and then insert a value for the distance. You can also move the central grip point of a scrapbook's group to any point in the scrapbook and then move the group until the grip point hits somewhere.

        That should do it though it could be handier.

          JQL's solution is pretty easy, and probably more simple than a ruler. You could just make a ruler and drag it in if required.

          OR.

          Create a bounding box inside the group of your scrapbook object, this can be sized to provide your consistent offset. Turn off fill for this bounding box and make the stroke colour 0% opacity. This will give you an external and consistent snapping point, and a reference that is non visible!

            If you're drafting on 2D why don't you turn off "Auto Scale"? it's way less prone for errors as it doesn't matter if you're dimensioning paperspace objects or model space objects and you can easily measure stuff around if you're not confortable converting paper units to model units.

            I know of no way of moving stuff on Layout by inserting model units instead of paper units. The only work around I could think of would be to create a giant paper size on your printer and assume that on Layout's paper sizes. I guess that would be even trickier though...
