How can I export a PDF with Layer-Panel active?

When I export to PDF and then open it in Adobe, Layer Panel will be hidden so I will have to click on the left side icon to activate it. I have notes that some PDF’s have the panel open automatically then launch. Is this something I can do in LO or only true Adobe Pro?

(Please note I’m referring to the layer panel not layers itself)

It's certainly not something you can set from inside LO mate!
