How to Make Organic shapes or Parametric design shapes in sketchup with proper dimensions and scale? Please help with this.

Parametric is not yet well established inside Su, but you can make these forms with Artisan!
As it's subdivision you will have the final measures only at the end of the subdivision!
( principal default of the subdivision modeling)
But for the eyes result will be the same!

Not easy to do such kind of parametric objects on sketchup... You should try Rhino and Grasshoper.
