Please, I would like some advice on how to proceed to get in touch with a developer/Ruby programmer to order the creation of a customized and very specific SketchUp plug-in.

Someone already made this kind of customization? It is possible?

You should get in touch with Dan Rathbun, he does develop plugins in exchange for payment.
