      So I want the cut section to be in parallel view (completely flat and to scale) however I wont the rest of the building to be in 2D perspective. Is this achievable and how?

      I think it should be possible to achieve this just by using two point perspective; but no matter what I do I wont get the desired effect.

        The first thing that comes to mind is to make a copy of the front face, get a front view, File Export 2d Graphic, save as png or jpg. Insert the image back into the model and arrange it perhaps as you have shown.
        I am sure this is not what you mean, and there could be a way to do this that I am not aware of.

        I take the slow, deliberate approach in my aimless wandering.

          I think it would require true control over the 2 point perspective... or Perhaps maybe even a 1 point perspective.

            You have it if the view direction (line between camera and viewpoint) is perpendicular to the sectionplan, with camera switched 'on'.
            Any face perpendicular to the view direction is represented without (perspective) deformation, and they will have the same scale if they are in the same perpendicular plan (= same distance).

              1 - Rightclick on any face and choose align view and you're looking at it facing straight at you.
              2 - You can make this for Parallel projection or two point perspective and you have what you show in picture.
              3 - Make two scenes 1 for perspective and one for parallel projection.
              4 - Export model to layout or export both drawings to CAD or whatever program you need them into.
              5 - Make the second scene scale to a given factor and juxtapose both scenes in your program, (its perfect in Layout).

              If this is not it, then I fail to see what you need to acomplish...

                Yeah, your right, I I didnt set my model to be aligned to the axes, it was slightly off.
