Why is it, when you download a DC from the warehouse as a file, it is missing the (I guess) "top layer"? If I download into my model it works. If I download to a file it doesn't work. Many of the Kraftmaid cabs have options for say "width" based on their catalog, but these options are lost if I download the cab to file. I have to download it into the model and then save it to have the options work.

When you download and save a component as a file you are saving the whole container, so to speak. If you save the component files to a component library that you have set up in your Component Browser you can simply insert the components from there and they will be wearing their top layer as you put it. When you open the file directly you are really opening the component for editing.

Thanks!, I moved the whole folder (I download almost every Kraftmaid cabinet so I wouldn't have to search the warehouse all the time) into the Sketchup components file and they work! But it still seems that it is wrong to not be able to just open the file directly.

It's a matter of 6 of 1, half a dozen of the other. If the component files were saved as a component within a file then they wouldn't work properly when opened directly in your model, they would have a second top layer. A container within a container. It's not just dynamic components.
If you select some geometry and save as a component, it will create a component that you can use happily via the component browser, but if you open the file itself it will be loose geometry. If you open an empty model and insert the component then save that model and upload it to the warehouse, it will then get a second coat if you download it again into another model.
So you have a choice, one way you are over dressed the other way you are naked.
