Layer Drop Down Pushes Toolbars

I have an issue where my Layer Drop Down Menu is pushing toolbars down when I try to use it. Only happens in certain situations.
(this is mainly for Dev Team to look at... It's not bothering me so much I need people to hunt down the cause.)
create group
name group in entity info window
click layer drop down.

Thanks Kris, I'll make note of this as a bug. I still am unable to reproduce it, but maybe if anyone ever figures that out they could post back here.

I'm wondering if it doesn't have something to do with the actual plugins I have in the bar under it... I'll do more testing.

I can only reproduce it while Joint Push Pull is in the top bar second row down. If I take that out of the bar it does not happen. can someone try to reproduce this?
