I've been using Jim's Protrude tool with some good results.
using the offset for half of the mortar width.
height for the variance of stone protrusion from the starting surface.
Taper I don't use and leave at 0http://sketchuptips.blogspot.com/2007/10/plugin-protrude.html
The Greeble2 tool is also a good tool for brick and blocks
