Ribbon problem

Hello everyone !
This is my first post. I've been lurking on this forum since forever (you guys are amazing) but this is the first time that my questions haven't found their answer in an existing topic.
I am trying to model this : http://browse.deviantart.com/?q=potion&offset=48#/dw79b0 (I didn't draw this, just found it and thought it would be a nice challenge).
Except this golden ribbon is driving me crazy. I've tried Tools On Surface but for some reason I never get the expected result. Arcs alway end up below the surface.
Any advice? How would you guys do it?
