I'm having issues with creating flat surfaces that can be push/pulled to thickness. I won't go into the complications of it but is there a way to take a wire frame and drop it onto a plane in order to flatten it out and make a surface?

The basic, native tool for this would be Drape of the Sandbox tools. If you have not ectivated the Sandbox tools yet, go to Window > Preferences > Extensions and check its box there - restart SU and if the toolbar is not active yet, activate it under View > Toolbars.

Drape will always drape a linework along the blue axis so you need to place a big enough face (a rectangle) below the linework and use the drape tool this way. Best is to group your linework first.
