Need help for rendering computer's costom built

Hi,
I am new for this forum but using the Vray for SU for a while. Now, I am looking for the new good rendering computer. i went down to my local shop (yoyotech) and ask them to help me find the fast and reliable computer for rendering. And would like to get the idea from you guys that this is the way to go or not? basically i am quite poor at the pc knowledge and abit worry that i may go too high of the pecification for rendering. i am willing to pay for the high performance components if it really help in term of modelling and rendering but do not wanna pay for the things that not helping me. Please find attached doc from the shop. thanks for helping in advance.

Ps. everytime my old computer does the rendering,it seems that it does not allow me to use other program as all cores in cpu is using for rendering. does it has the way to set how many cores we allow for rendering? or it is just the ram that too low (8 gb ram). thank you.
