Who shall be the judge of that exam?
Parents need first to judge themselves, to have responsibility...!
They will give account before God, regarding raising and educating children! -

Should the People have the power to license child births?
Children are a “reward from God” - not people give them to each other... But, He who gives the gift, does not force receiving it! For example, the salvation/redemption is a huge gift, but God does not compel anyone to receive it, and there are so many people who refuse ...!
Many will regret bitterly...!

Ever notice how the bible has many references to execution of babies?
‘Solo’, I have not found such exhortations... You're probably the only person ...
Biblical references on the “execution” of little children are given as NEGATIVE EXAMPLES!

That's why God asked Abraham to sacrifice his only child?
At first, Abraham’s “child”, was not a “baby”, but a responsible young man who knew what it means to sacrifice to God.
God challenged Abraham to see who is on first place of his life, God or Isaac...
God decided not to let the Abraham to kill Isaac, and already prepared a ram to be sacrificed instead of that boy. (see Genesis, chapter 22) -

Abraham and old guy hearing voices in his head decides to kill his kid, only to have a change of mind in the end.
Abraham knew the voice of the Lord in many previous experiences...

8 O daughter of Babylon, who art to be destroyed; happy shall he be, that rewardeth thee as thou hast served us.
9 Happy shall he be, that taketh and dasheth thy little ones against the stones....It does not refer to facts, but allegorically, about "little ones " of "daughter of Babylon". The message is other than interpreted by 'solo'...!

It's funny how the Bible is only ever allegorical when it suits.

11 Ephraim’s glory will fly away like a bird—
no birth, no pregnancy, no conception.
......................................
16 Ephraim is blighted,
their root is withered,
they yield no fruit.
Even if they bear children,
I will slay their cherished offspring.”The text of Hosea 9:11-16, if presented isolated, may confuse those who know the Bible superficially. Read at least the entire chapter, and you begin to enlightened!
Hebrew people has pledged that they will fully comply with the Law of God. Moreover, they demanded that unless they comply, to come upon them a series of CURSES... The people, despised and rejected God repeatedly, and, because of that, prophet Hosea warns them that punishments will come upon them, in accordance with those curses...

God Is Good to His People! See, for example, Psalm 127, re. laboring and prospering with the Lord...:
"1 Unless the Lord builds the house, its builders work for nothing. Unless the Lord watches over the city, the men who watch over it stay awake for nothing. 2 You rise up early, and go to bed late, and work hard for your food, all for nothing. For the Lord gives to His loved ones even while they sleep.
3 See, CHILDREN are a GIFT from the Lord. The children born to us are our SPECIAL REWARD. 4 The children of a young man are like arrows in the hand of a soldier. 5 Happy is the man who has many of them. They will not be put to shame when they speak in the gate with those who hate them. -
In the Bible, children are blessed!
For example, at Numbers 6:23-27, it is written:23 “…'This is the way you shall bless the CHILDREN of Israel. Say to them:
24 The LORD bless you and keep you;
25 The LORD make His face shine upon you,
and be gracious to you;
26 The LORD lift up His countenance upon you,
and give you peace.'
27 So they shall put My name on the CHILDREN of Israel,
and I will bless them.”
