Images can be downloaded for use in one's own programs.
Using them forinstance in a Train Simulator route's scenery after forinstance exporting it into 3DC for export into say Railworks, can it then be distributed with the route ?

Best is always to ask each modeler to be sure if he is ok with redistribution (you can contact the owner by clicking on the model page on the envelope icon next to the author's name).
