Is there a way to change the size of a layout drawing after it has been created? I understand you can go to Document Setup and change the paper size, but all the elements stay the same. I'd like to have all the elements scale down so I don't have to go resize every aspect, including all font sizes.

As an example: I've created a layout document as an Arch D size. Now I'd like to print it as Tabloid (11x17). Any easy way to automatically scale this down (or up for that matter)?

No matter what you have in the document setup, you can define a different paper under the page setup which will eventually define what size of paper you print it (and it will be scaled accordingly).

You could try exporting to PDF and printing from Adobe Reader with scaling options.
