Lost plugin-tools description when hover on

since some time i noticed that - plugin-tools description when hover on is not dsplaying any more.
it is a case for all tool pallets from plug ins. I'm on mac.
checked ownership of plug ins - have full privilleges.
all dear members any sugestion how to solwe it?
