How to use the protractor in SKETCHUP ?

Hi everybody,
I'm a new user of sketchup. The online and integrated help is usefull but anything is missing: I'd like to do a 90° rotation for a circle but when the protractor appears, I'd like to choose a plane wich is perpendicular to the circle, instead of the plane of the circle. The intagrated help say that we have to use the arrow buttons on the keyboard but nothing appens.
So, what can I do please ?
PS: I've the last and free version of SKETCHUP

If you draw a face perpendicular to the circle you can then put the protrctor over it and hold shift to lock the inference. From there you can use it to measure your angle.

If you want to rotate something, you need the tool instead of the tool.
So, select the tool, and use a click-and-drag motion to select the axis of rotation.
