Problem with dividing a circle

I am trying to make a curved staircase in sketchup 7.I make a circle of say 40 segments then use the offset tool to set the inner diamiter,select one of the circles by clicking on it with select, then click on divide by 14 which is the number of steps I want. When I hover over the line with the draw tool it only highlights the 40 segments of the circle and not the 14 division points I made. The divide works fine on straight lines but I just can´t get it to work on a circle.
Any advice would be great,

I suggest that you draw the outer circle using a segment number which can be divided by 14 (say 42, 56 or 70). Dividing the inner circle should then be straight forward. The circle vertices (where line segments meet) will also line up and make construction easier.

Also, to elaborate the "theoretical" issue; the "right click > divide (by segments)" command indeed works only for single lines. As a circle is welded from several segments, you cannot use this command.
