      On the link below, it shows how to make a tire. The method of push pulling up a tapered tread is done too fast. Any idea how ALL the faces were selected and pulled up with a taper?

        James is right. Select the offset faces and activate the scale tool. Move the top center grip up, then the bottom center grip up, that is it. Note that this won't work if your object is just 2d as the scale tool will only give you length and width.

                I have never made a tire before (usually just use an image with displacement) however i decided to give it a go. I made a video as i did it so it's not 'practiced' so it wont be as smooth and edited like the above one. I used FFD and protrude ruby's for this, hope this helps anyone wanting to make tires in the future.
