Under Model Info >> Units >>

I am looking at two of the fields

      1. Precision
      2. Length Snapping

Ok, to start I am working under Architectural

How does 1) and 2) work?

      My Situation.

The default on mine was 1/16" for precision and 1/4" Length Snapping.

I am designing a jig saw guide and need to work with 32nds of an inch.

The problem I am running into is when I used the ruler for precision 32nds, it shows the correct placer, but when I go to draw a line it does not let me connect two points.

Any help would be greatly appreciated.

      Thanks

Do you mean that when trying to draw a line between two points, the line itself is not created or there is no face created when the line is drawn?
There is a glitch in SU when it comes to very small models; under about 1/16" it won't create faces properly. The general workaround is to draw your geometry in a bigger scale (in metric it's easy, say 10 times bigger) and after you finished, scale your model back to the desired size.
