Import/edit/use images in SU2017

Hello All,
Sorry if this has been addressed before, as I am looking for the best way to import/edit and use images for SU2017; I realize 2017 is getting old fast but I can not afford the newer versions and their endless subscriptions.
Anyway the image I would like to use is a 1/32" Decal sheet for an F-14 Tomcat model, I am hoping to trace over the image and then use created faces as stampers as they use to call them. I can then change the aircraft's livery to other squadrons.
So are there any tutorials, extensions, of other tips and advise you guys and gals can give me to make this possible. I know it is but I am just not that learned on SU as my crazy life doesn't allow me the time to learn more right now.
Please see the attached image, as I would like to trace out/use everything in the photo.

I am affraid that you must trim each number image separatly!
