can I open a photo that's 2,400 pixels wide and 180 DPI, and resize it changing only the DPI to 300, for printing?? I just did and it's now 4100 pixels wide?

I have a feeling though that you can't improve a photo file?

Frenchy I don't understand that program,

If I want an image to be 300 DPI, what are the zoom factor, target width, and target height I input?

300 DPI is normally Scale 1 / 1 in Print Paper
So make anything you want with an image (rezizing, color etc...) then put your 300 DPI

If your image change of size it's that you have make also a resizing not a only a change of resolution!

An image 640 * 400 at 72 DPI (Internet) or 96 DPI (screen) or 300 DPI (Print) >600 DPI (Luxuous Print
            will always 640 * 400 pixels !

DPI (Dot per Inch) is only Number of Points along a distance for Print works Paper !
A pixel is not a Point of Print!
