Is there a tool or plugin that works like the 3ds Max Gizmo?
-
I am transitioning from 3DS Max, and I find that moving objects is hit or miss, and can snap to near by objects too often. Is there a tool or plug in similar to the Gizmo that is in 3ds Max? Even Maya has one.

I'm going to guess you are trying to drag things into place. Don't.
Find an appropriate place on your object (the corner of a cube) with the move tool click and release on that point. This will attach the object to your cursor allowing you to zoom, pan, orbit etc until you find the point you which to place the object, then click and release to place it.If you are having other difficulties it is better to explain your problem rather than ask about a tool in a program that others may not be familar with.

Thomthoms Vertex tools has a gizmo like 3ds max.

You can lock into an axis or inference direction with the shift key. The axes directions can also be locked in with the arrow keys as well. I'm not sure how the gizmo is more helpful. I use ThomThoms vertex tools gizmo and it's OK for some things but it means you can't get the snaps (as far as I can tell). If you just try moving a little before you get a constrained direction it will tend to just snap where you don't want.Sometimes you have to move too far or the opposite direction first to find the axis direction. But no there isn't a native gizmo for SketchUp. Try some of the tutorials on the move tool.
