2019, can snap feature be turned off?

My snap in SU seems to be turned off. I can not move to a center or corner. Even with xray view, it won't find center or corner.
Also, If I hit the arrow keys, a bright red or green dotted line show, but my move is not locked tot axis. Can I have inadvertently turned off snap, and or axis locking?
Confused. I restarted my computer. It is still acting up.
ThanksFigured it out. Component came in and had to be unglued. then I could place it.
