Maybe I misunderstood the question.

Yes, use a style with no ground or sky. Don't use fog or a watermark.

Sorry no you did not misunderstand I think it is my understanding of your answer.
When I do this I have a white background in layout and any 2D shape stacked behind the skp does not show because of the white. In your example it clearly works so you must have transparency whereas mine is white

Doh, corrected post above. It's only necessary to turn off the ground and sky.

See my second attachment above. Our posts crossed. For some reason, my port settings for Styles was set not to show background, and yours probably was set to show background.
So no it isn't possible, but LayOut can be set NOT to show the background.
