After you added scenes change transition times from menu Plugins--> Scenes Tranision Timedownload from http://morisdov.googlepages.com

is it possible to give a default value for all the scenes in advance?
for every new scene i will be created, the transition time would be .3 seconds i mean

I am glad to confirm that this plugin is still working in SU2017. I just followed DaveR's advice to zip it and change the extension to .rbz.
