I know there are still routes for arms sales that are quasi legitimate where certain government departments will 'allow' shipping of arms and munitions, usually via third party nations where currency and 'favours' are used to buy the services of a third party to hide the source of these sales. I know most governments will deny this but this has been going on for a very long time and will not cease in the short to medium term. To be honest, I doubt very much that ANY government is totally clean in this respect.

"German national broadcaster DW reported on convoys of hundreds of trucks per day crossing into Syria from NATO-member Turkey with impunity, enroute to ISIS terrorists, finally explaining the source of the terrorist army’s fighting capacity. Quite likely, and the potential for anything to be done about it is approximately diddly squat.
Our politicians hate to have to make a decision that puts them on the spot so will dither as usual and people will continue to die for no good reason. FCOL, our politicians cannot even prevent incompetent surgeons from operating with standards that should shame the surgeons themselves into retirement. What politicians ARE good for is sitting on the sidelines and patting each others reputation on the back like the good ol' boys they truly are, nothing changes nor will it ever.
