Creating Model From Flat Plan Drawing

Hi,
What is the best way to start creating / building a model from a flat plan drawing.
For example, my friend has given me a drawing of his house and i'd love to give him back a 3D model of his house.

Good place to start. Everyone seems to have their own way of doing it.
You can also use Inkscape to convert PDF to a DXF file which you can import and work on directly
