Why are Special Interest and Resources Locked?

I'm having a problem with soap bubble plug-in and thought I'd post to the appropriate forum, but they are locked.
Any suggestions?

Bryan the parent forums are locked but the specific subforums aren't. This way you post your question in the relevant forum rather than roughly in the area. For example a woodworking question would be of little interest to someone looking for info on sketchy physics.
So dig down another layer and post your soapskin issue in the Plugins forum. -

Just as an example to make it clearer.
In the Corner Bar you can post directly as it is a fully open forum but there are also sub forums within the corner bar for more specific questions.
Therefore this thread would be more accurately placed if you had posted it in the subforum called Ideas Box & Board Issues. This is the anything goes forum so it's not that important, the others are more specific so that the questions go to the right places. -
