An Animation Question: Moving Object & Camera Independently

How would you animate this scene? I want to fly around, over a rotating wind turbine (windmill). The blades should rotate at a constant speed, and not necessarily be tied to the scenes defining the camera movement.
I thought maybe sketchy physics, but apparently is doesn't support scene animation. (Does it?)
SU Animate might do it, but it seems I'd have to time the rotation and the camera movements together. Doable, I suppose, but less than elegant.Thanks
