Elevations Tag Is there a Plugin for that??

I have a geolocated model and the axis are based on cardinal direction my building is somewhat facing northwest which means my axis is still in X,Y,Z coordinates while my building tilt an angle from northwest. I can't change this coordinates axis because these are the base for the true north in geolocating the model or else my north will follow the axis or change manually the north by manually setting it up. Is there any plugins that I can set up the elevation tag in sketchup so when I import the views in Layout or set the front view, the building still faces in front not the northest view based on North and x,y,z axis??

Yes... TIG has one.

However I suggest splitting your model into land model with building component. then you can work on the building separately from the larger land model. This will allow straight elevations and modeling.
Another solution would be changing the axis orientation of the model with the axis tool located on the annotation toolbar.
