Loading problem plugin with database (library)

Hello guys
Introduce myself as new sketchup user. Interesting so much about plugin, of course sketchucation is the best place for me. Problem for me to use such plugin as BST (tak2hata), fredo tools (lib fredo). As i cek properties the files is blok.
Security : the file came from another computer and might be blocked to help protect this computer. unless it can manually unblock. Still can not launch plugin. Can anyone help me please. Thank you moderator.
