Undesired Layers Showing Up In PDF Documents

Am having a bit of an issue when exporting a custom titleblock to PDF from Layout.
Everything shows up fine when I open the exported PDF on my own computer with Adobe but when my client opens the PDF they are seeing Cover page layers showing up on inside pages and vice versa.I'm pretty sure I've got my layers setup right and that is shown when I open on my local machine with Adobe but why is my client seeing layers that I have not selected to be shown on those pages?
Client is opening with Nitro PDF and Internet Explorer.... the issue shows in both

I haven't seen this issue yet but can imagine that your client's pdf reader messes up things with pdf layers. Are those layers so important for you? If not, when exporting, you could uncheck this option (create pdf layers from LO layers) and hopefully the problem would auto-solve itself.
