Cannot get the program to install

I had to do an OS reinstall and have been trying to get all my stuff put back cleanly instead of from an OLD backup hard drive.
I downloaded the installer and tried more than once to install the program and this is my error message.An error occurred while attempting to create the directory: C:\programdata\microsoft\windows\startmenu
so.. I went and looked - that directory already exists
anyone have any thoughts on what to do to get the program to install?
and while I'm asking things.. this disable adblocker to restore my plugin folder.. I've disabled adblock plus on sketchucation.com and am still getting the banner telling me to disable. Pages have been refreshed.. not sure what else to do there either.

which Windows?
launch the installer by "right-clicking > Run as... Admin..."

I hoped I fixed the system to never have to run as admin.. took ownership of everything.. turned off UAC, unhid sys files.. etc but will give it a shot
did not work.. will not install
I did find an older version 8.03something that does work or I'd have nothing
