          Yes, PLEASE post the .skp or at least some images. As far as I can tell from the model you posted, what I would do is the following. Create a single slat with the right shape, and most importantly the right length, then turn it into a component. Then you position it correctly, select the move tool, press and hold Ctrl and put the next one in. I know doing this 40+ times is a pain in the rear end, but its all I can think of now. You could also create one slat, select move, hold ctrl, move it along the red/green axis for as far as you want then type 40x and hit enter. that way you would only have to adjust the vertical positioning of the slats.

                  While component stringer is a great fast way to do this, it is good to understand how to do things manually.
                  In your model you have used arcs to create your curve so use those same arcs as the centre points for arrays. It's not as neat and clean as Stringer, but with a bit of thought it can all be done without resorting to plugins.
