Recommended plugin or tool?

I'm curious as to which SU plugin or tool people think might be the best to use to create a sculpted 3D wall panel like the one attached?

Not so different than curtains but horizontal

There was actually a thread a few years back on creation of a panel very much like your image. I don't know how easily it could be retrieved. It was definitely before Artisan, and I don't think SSD was part of it either. But, why not?

I recall seeing something as well (or is it wishful thinking?) Pardon my ignorance ... what is SSD?

I apologize, that should have been FFD free form deformation. Actually, SSD would be smooth subdivide, actually what Blender calls a modifier.
