Surfaces Won't Fill In

Hi All,
I have created some steps with two walls on either side. The problem I'm having is that because the top portion of both walls are semi-circular and forming a half tube each, the surfaces of their front side won't fill in. Please take a look at my attached file and help me fill them in. Also, if you are successful please explain what you did to fill in the surfaces. Thanks in advance.

The problem you have is that many of the lines aren't perpendicular to each other, so any surfaces that do manage to get created aren't going to match up with any others.
If you zoom in to the model you'll also see that in some places there are many lines near, but not quite in line with each other.
If I were you I'd start again, and try to build one stage at a time, using components where possible. i.e. steps, rails etc. -

The edges and vertices do not lie in the same plane. If you zoom in close at the top of the wall, you can see this. Also changing the line style to color BY AXIS makes this clear, especially on the left side.
There may be all sorts of ways to fix this. One is to do it over. When you have so many vertices out of plane, it just becomes a struggle if you try to fix locally. I tried cutting it off further back with a vertical plane and "intersect faces" and using "Smart Push-pull" plugin to bring the resulting face back forward. You have a lot of edges to soften and erase, but at least it's straightforward and works.
