How do you isolate scenes from each other?

I'm creating scenes to show the construction process for a house already designed in SketchUp. After creating each scene, I save/update it, then add a new scene for the next step in the process. With each new scene I add a new layer to hold dimensions and text with notes for that scene. The problem is that the new layers on later scenes containing text show up on all of the previous scenes. I then have to go back to all of the previous scenes and switch off the layers for the later scenes, and update the early scenes again. How can I add layers and text to later scenes that don't show up in earlier scenes?

When you add a new layer to the model, it is turned on in each scene by default. There's a plugin that adds a hidden layer: http://sketchuptips.blogspot.com/2007/08/add-hidden-layer.html

I'm attempting to show a sequence of mechanical parts that are used in a drive assembly. The first scene is a picture of the unit, which should be replaced in the second scene with a Sketchup drawing of the component. Each of the parts, as well as the photo, is on a separate layer.
I have been unable to create the sequence of scenes without the photo (layer0) also appearing. I've tried to change the visible layer selection when creating the scene to prevent Layer0 from showing after the first scene.
What should I do?

Layer0 is special in terms that raw (ungrouped) geometry being on it will always keep its visibility. In your case (without going into this "speciality"), the solution would be to group that geometry displaying those images and place the group on a separate layer (which now you can hide).
