Contour Lines

I have some contours that I've imported into SU. However, the contours are at 2ft. intervals and I'd like contour lines at 1ft. So, I created a surface from the original topo lines using Sandbox tools. After I create the surface, I use the Contour Lines plugin, specify 1ft intervals and for some reason, the contour lines are created at 2ft intervals and, there are connecting lines cris-crossing between the contour lines. If I move the whole surface up or down some irregular dimension height other than an even foot, the plugin will create contour lines as expected, but now they don't represent the existing grades.
Any suggestions?

I suggest posting the model and/or images of it at each step along the way. Sounds like things are not being grouped as you anticipate and they are behaving stickily. Perhaps the crisscrossing line are because you are deforming the mesh by moving the internal edges?
