Layout on keyboard changes, all shortcuts failling

xp pro, su 7 pro, I have a strange experience, all of a sudden my layout on the keyboard changes, (maybe a language change) and all shortcuts, like ctrl. z, don't work anymore, operation in su is still possible, by clicking the icons, I can save the work and reopen the file, it works for some time, eventually the change takes place again, repaired su file and reinstalled the update,
not sure what else to try, it doesn't happen in other programs, and I am not sure when/why it actually takes place.
